F-4J(US), F-4J(UK) (which doesnt have Napalm) and F-4S are 12.0, not 11.3 where the Mig-23MLD is located.
F-4E doesnt have PD radar.
FGR2/FG1 dont get Napalm.

The harriers you pined over not being good enough are plenty capable.
You can… but I never bother because the FGR2/FG1 are the only thing that can stop Mig-23MLDs just farming kills on everyone else and you need every scrap of performance you can to stand a chance. A smart Mig-23MLD player will beat you every time without effort though, thankfully, most are Mig-23MLs which think they can flare a Skyflash

T-10 and AV-8B(NA) sure, they do okay at 11.3 and 11.7 respectively, but still struggle against a Mig-23MLD in anything but a gunfight. R-60M kills a Harrier easily unless constantly pre-flaring.
Sea Harrier FRS1 (SQV) and AV-8S Late should be 11.0, they ahve no buissness being the same BR as the mig-23MLD
Which i Constantly find myself doing, so I just stopped spawning with them, as it also means SPAAGs dont fire at you which can be really helpful at times on small maps like Tunisia.
Though ive given up trying to play 11.3 or 11.7 brackets. I play 10.7 and below or 12.0 and up

It’s weird you say the F-5s radar is bad, yet that thing gets spammed and still can identify targets rather well.

F-4F ICE isn’t even the best performing of the 13.0 missile bus planes.
MiG-23ML series has one bracket where it’s overpowered. It’s not the only plane in the game though that gets bracket that it’s overpowered in.
I can point to half a dozen brackets where blue side gets overpowered stuff. Like F8U-2 gets 10.0 bracket, F-4E gets 10.7 bracket, etc.

That because the F-5s are cracked at the moment, their FM is overperming like mad and they are stupidly easy to play as they can defeat any IR missile with ease.

The radar is bad, at least, its just a pulse radar with no form of PD or MTI. It also has no IFF
Mig-23MLD is only hard countered by 12.0s. In a 11.3 or 11.7 match , the only thing you need to watch out for is the British Phantoms, which you can still beat. Given that Redfor fighters almost always outnumbers Bluefor fighters like 5 to 1. That should be really easy. This is especially notable as soviet Mig-23ML and Su-39 gets spammed to hell and most bluefor are in aircraft like the F-4S and F-18 in the bracket above.
