- Select and then unselect Ostwind before match starts (helps to have “join match in progress” off), making it a level 3 match lineup for you
- Play Pz 4 as first spawn
Also works with selecting and unselecting a rank 3 plane as second spawn for an otherwise rank 2 lineup (Russia gets its T-34s and KVs in this way), or a rank 5 coastal in a Bluewater lineup to get a better multiplier
Or better yet, use the Finnish Panzer 4 in the Swedish tree and have the benefit of the superior teams (German players can be quite frustrating at those BR) and line-ups.

Then use them in combination with a suitable event vehicle.

Imho you answer to a quote which assumes that just late war would be rank III - and you connect eras to ranks.
From my pov you both follow these misconceptions without thinking about why certain vehicles are rank II and others rank III - it has nothing to do with early/late WW 2 or eras.
The reasons are imho obvious:

BRs reflect combat effectiveness. But the inherent flaw of gaijin’s policy (to determine BRs based on average results of their entire playerbase) leads to severe discrepancies especially in highly popular TTs. In other words: The sheer masses of rookies drags good vehicles way too low in their BRs.

So as soon as there are severe differences between plain average and median results the following will happen:

The experienced players flock to severely undertiered vehicles and earn way too much SL & RP whilst the average rookie still struggles with them.

As gaijin can’t increase the BRs they “down-rank” these vehicles to make them less attractive for experienced players as RP and SL income are connected to ranks, same as research penalties.
If you don’t trust this opinion - i give you an easy example:
Just look at the single engine fighter trees of the major WW 2 powers (Air RB):
- GER ends Q3 1941 (190 A-1, 3.0)
- USSR ends mid 1943 (La-5 F, 3.3)
- US ends in Q3 1943 (P-51 B/C, 3.7)
- JP ends Q1 1943 (Ki-61 otsu, 3.7)
- UK ends mid 1941 (Spit VB, 3.7)
And these ranks reflect not only differences in how to use them, also the wt meta and the skill of average players plays a role.
Explanation
So whilst players tend to turnfight when under pressure and the JP player has a higher skill floor (on average) gaijin decided to make plane less attractive for JP players by placing it at rank II.
The German mains dominated with superior climb in their Bf 109s Air RB., the Q3 1940 F-2 sits at 3.3, the mid 1941 F-4 ar 4.0 at rank III.
US and USSR suffer from the wt meta (fast climb and turn) and their popularity which dragged actual late war aircraft way too low in their BRs
So as a hell of players stated that a Rank III makes sense to limit the attractiveness of undertiered vehicles for veteran players it is also obvious that gaijin steers vehicle usage by ranks and has also economic (limit player progress and support premium vehicle sales) reasons for rank II & III classifications.

I don’t play sim, but if I am not mistaken , the OP can’t take his Pz IV to sim atm anyway, be it event or not.
Besides, I can take all your listed vehicles to the current event. Just not in sim. I can also list many planes that I can’t take into naval. Event or not. So yes, you can play these planes in the event, just not in your prefered mode.
We already have possibility to use low tier event vehicles in setups, like I’ve grinded almost entire IAR.93B event with French 1.7 in air arcade. I don’t think they will remove this feature from low tier event vehicles by removing rank III requirement, although it would be nice if you could use them for completing at least decals tasks or even daily tasks.
Actually for monthly decals imo the best way would be requirements of the use of certain vehicles instead of rank, like for that Hungarian decal, you would have to use CR.32 or CR.42 planes. Similar as vehicles in “Pages of History” events.
Or it can be like “…using rank III and above nation vehicles or using “insert exact models” with a boost to received points” ‐ this can also help when decals are from higher tier vehicles irl equivalents, which some players can not have yet.
