I do have the learning and skills in order to counter any issue, But To Even further solve the problem To lower its BR by 0.3 so it wont face IRIST`s. taking onto account it will also face adats at same BR range so it will be more than fair.
When it has been buffed from IRCM to LDIRCM , last time I played Su25T, it ate 9m’s etc just normally from behind, and never had issue to lock on em in ground games with stingers

After the BR change i did a couple of times when i realized i have to face them every match.

It does not, Since the Same Su-25TM From the same family of Su-25T is at the same BR, so no its not biased
Ofc its balanced, there is more SPAA that can counter this thing at its original BR, than Absolutely Annhiliating it At 12.7BR with IRIST.

For an example, the Su-25T when its uptiered it gets to 12.3 where it never meets IRIST neither some aircrafts with ARH missiles.
They have the same capabilities, They both get the same Armaments almost As the modernized version and the original version.
So where’s the ARMs on the outer wing pylon
