“good” means stop staring at statistics all day and take it for what it is, a powerful flightmodel with 2 sparrows and 4 sidewinders at a competetive BR.

Sparrow-only F-16 can feed from MiG-23MLs and other stray premiums in downtier at 12.7
13.0 games are fine but 13.3 would be a real struggle. Any wallet warrior also spams ARH missiles in IOG mode so you have to eventually maneuver and break your AIM-7 lock. (Premiums should be 13.7 but nvm)
I still want AMRAAMs to get removed. US has tens of F-16 variants, no need to bump an existing one to somewhere else. Just add a Block 30
That and 45 CM is horrible
45CM is very much doable at 13.3 still.
Biggest issue I have is that the in-game F-16ADF lines up poorly with how these aircraft actually evolved in service. The ADF was not an AMRAAM-era aircraft in its original conception. It was a late-1980s modification of the F-16A Block 15 OCU, designed specifically to give the US Air National Guard a dedicated interceptor with AIM-7 Sparrow capability, yet in-game it carries AMRAAMS… It’s like giving the F-14 not it’s AIM-54’s it was famous for, or the Mig-29 not the R-73’s (…). It’s so dumb.
They aren’t really on par, but the ADF/MLU is perfectably confortable in 13.3
The 13.3 Su-30’s and J-11A are too strong for that BR, but subpar if put at 13.7. As usual, BR compression at work.

There’s a reason the J-11A was moved down, but they are still on par with the worst of the 13.7, so you have a point.
If I can do well with 60 countermeasures and SPO-15
You can do just well with 45 and an actual rwr at the same br

Never said it was good, but it’s definitely doable.
Better positioning, countermeasure conservation and energy management can make up for lack of countermeasures
The F-16ADF is solid at 13.3

These are all things that actively limit your performance as well , especially because when you say better positioning you really more mean “conservative positioning”
No, I mean avoid situations where you’re against multiple enemies engaging you constantly, while also being able to ambush or engage safely. This is done using your radar, position of teammates and memorizing where enemies tend to go.
You can do this without being really passive
With good positioning and a little luck you can end up getting an ace without even using more than 30 countermeasures
Which is what I said, conservative positioning. You eliminate routes/flight options you could take with more CMs by flying more conservatively
It pretty much requires some degree of passiveness to do what you’re saying
