T-64A - TT vehicle, modifications must be unlocked - 1971 : 8.7 (11.0 T-84BV mod)
T-80B - TT Vehicle, modifications must be unlocked - 1978 : 9.7 (11.0 Kontakt-1 mod)
If it was possible to change a vehicles BR based on modifications that would open a world of possibilities in war thunder but its unfortunately not
Modifications like this are a bit tricky, generally once you unlock the mod you equip it and are likely not to remove it which makes me want to put them at 11.0 but there is also the grind of getting the modification to consider
Its things like this that cause issues as theyre lesser known, hidden and annoying to find that will cause issues and bc gaijin isnt a fan of making sense it makes this near impossible to please everyone

Until i get more information on the T-64B I’m going to put it at 11.0 as well, the armor was most likely the same deal as the T-80, updating obsolete tanks

If it is a realistic MM, it is normal for it to be with vehicles from more or less powerful countries. You cannot compare an M1A2 with a T-34 85 because in a certain African or Arab country there is a guerrilla that has one that moves.
Of course, but it has to be in confrontations between military powers of a certain level, not a fight between guerrillas of opium traffickers from Kabul.

Based off when a vehicle entered service* allowing for accurate line ups. All BRs are compressed by 2 years minimum. And there are now up tiers or low tiers
Example:
Current BR : -/+2 (3.0 vs - 2.3 - 3.7)
Period based BR : -/+0 (3.0 vs 3.0)
