We don’t have modern IR missiles because it is just too easy to get within effective range of them
While ARHs have artificially reduced chaff resistance and enhanced multipathing which allows people to get close to you without any skill involved, IR missiles don’t have a zero-skill counter (apart from preflaring)

Which is not an option many top tier aircraft have.
Honestly I’d rather a meta where we had less missiles mounted on aircraft (8 Fox-3’s max to reduce the disparity between missile counts) and have Fox-3s be harder to defeat as a compromise.
Next we could start introducing IR missile buffs and seeing how it goes from there
