to be on topic, this isnt fully true. CAS is a problem no matter if its first or fifth spawn
CAS itself was never a problem. The problem was revenge bombing and “CAS spam”. Issue is, both of these are a result of first spawn CAS, yet Gajin decided that second spawn CAS is what needs nerfing . . .
CAS itself is a problem, and CAS spam and revenge bombing exists thanks to it.

and just to add context, that you always complain you dont have - im talking about higher tiers, albeit i think CAS is not ok at low tiers either (but its much less bad)

It’s pretty damn bad there as well, worse actually. Not by impact but by sheer numbers.
Like downing 8 planes per game is pretty normal there. It’s much harder though.
We had a game at 8.0 the other day where our squad came out of the match with 11 or so I think combined air kills

Does it solve CAS spawn too quickly? --No
On the contrary, it takes more issues that make the game get worse:
1>Once you lose your CAS, you need use double SP to get another one, which costs almost 1500 SP, which means you need kill at least 7-8 players( how skill issue your enemy is that can’t stop you kill so many their teammates)
2>Once you try to cap without any CAS loadouts, when there is no CAS, what should you do? Waiting and AFK, spawn cap, suicide to kill SPAA? Remember the cost of SPAAs are pretty low; they can respawn over 3 times if they want, and you only have one time chance.
3>Striker/bombers become useless. Different types of CAS can be chosen in different situations. Once the CAS cost is nerfed, what is the reason to get more strikers? And I’m sure some of the players even want to add this system to helis, they never think about what makes CAS so OP, that’t due to Gaijin doesn’t providing enough SPAA or fighters to against, and also if we can have like Naval battles free planes to choose, then it will get better.
We need to increase SP of CAS, that’s right, but not nerf the second spawn, each of time spawn a CAS with fixed cost 650-800 is enough, not too low, not too much.
It does solve 1 issue about CAS:
Because some CAS plane can easily get 4+ kills, and that not’s conting spaa strafings, you could do something like this:
I did a lot of CAP when playing GRB, and multiple time, I’ve seen someone get killed/J-out with no kills, spawn in a CAS, get 4+ kills, come back in another CAS, get multiples kills ENCORE, and lastly come back in a bomber and get less kills.
I’m not sure what your point is on this one. Bomber are really not good and I don’t see many situation where they could be a good option. Except stuff like the Pe-8 and other mega bomb carrier.
And most “fighter” that are used are CAS could easily be categorised as Striker if gaijin wanted.

Yeah, 100%. But notice what OP asked for:
This is not: Increase CAS cost then decrease/remove second CAS cost. This is simply asking for the latter.
The main issue about CAS is that it works like a power-up. Kinda like the nuke but worse and a lot either to get.
A player you never interacted with in the match can, without any counter-play from you, completely obliterate you, like a child pulling up: “I won because I decided that I won and you lost”.
Even with some omega-SPAA able of nuking every plane by simple virtue of existing, it would still be annoying as 1 Lamb would need to be scarified to be this SPAA.
Some people like this state of thing, And I would be in this camp depending of my mood.
Capturing a point while you have multiple planes, friendly and enemy, figthing, dropping bombs and straffing can be ultra cinematic and cool at times. It add a bit of stress, ect.
But way to often it’s completely overused where any interaction with an enemy or capture point result in 4 bombs on your head, like a 5 star GTA situation.
IMO, increase all CAS (at ww2 BR at least) to 1000SP, remove the second spawn CAS, remove the strike-aircraft multiplier, ect.
And after gaijin implements multiple thing to make CAS more balanced, then CAS cost could be reduced to something like 700, ect.
Or better, do the 2 at once.
That’s incredibly rare and was never ever a big enough problem to warrant reworking SP costs.
The “problem” it solved doesn’t outway the problems it created.
I think both should happen. It’s just that reducing second spawn should come first.
