the munitions gap between the 4E vs the 4S is a noticable amount smaller than than any 12.3 and the current 13.3s.

honestly theres like two solutions, more decompression or the other solution, making the max uptier/downtier bracket at 12.0+ 2/3rds a br, since the weapons performance+airframe brackets are way closer together if theres no full uptiers
