& yes, F-15 is under-BR’d, that doesn’t mean you under-BR other aircraft.

Not suited for anything other than close range engagements which is not what 13.0 is about. It only gets two sarhs that are like better sparrows

At the same br is the su 33 with 8 r 27ers and 4 r 73s
Having a good air fram dose not matter when every other plane you have has better Fox 1s and radar or Fox 3s. try fighting against any Su or mig 29 at the same br your cocked as you’ll get hit by an hum lunched r 27 or R-73 most of the time before the merge. In a full-up tier you face f 18c with 10 Fox-3s or .3 br higher, you face a plane with 8 Fox-3 and 2 greate fox 1s the mirage 4000 is not as good as any of the Su-27s or 33, and no amout of ir missle will make up for the fact that it has shit fox1s.
