The HSTVL is double mobility and 22% better penning round, which is usually the justification for many light tanks, and tanks in general, when other things are relatively equal.
BT-7M is 1.0 over BT5.
M41A1 is 1.0 higher than M41A3 purely from the better round.
Sherman Firefly is 1.0 higher than the Sherman 2 purely from the better gun.
AMX-13-90 vs AMX-13, better gun warranting 0.7.
DF105 is 1.0 over AMX-13 with better gun and mobility.
This trend is the most common trend.

The OTOMATIC is over-BR’d and should be 11.0 currently. If its APFSDS was removed it could be 10.3 - 10.7.

No, modules were because of all light tanks [and to a lesser extent all tanks in general], 2S38 wasn’t the reason, just one of dozens.
If that were true they would’ve given it to all light tanks before starting to put it on MBTs. The 2S38 got the modules before any other tank, it was the reason
There’s a couple of reasons the s238 is so cancerous, namely the sheer amount of them and the magical never overheating gun. I can’t think of any other vehicle in game which can dump its entire ammo load without overheating its gun.
It was very weird how it received that change in the exact same patch it received the internal modules.
Personally, I’d like to see the t-72av and t-80ud go to 10.7 along with the 2s38 so the 9.3 bracket wouldn’t get constantly screwed over by the black hole they create.
