“misused” is a very subjective term, and is not written into the Rules anywhere that I know of.
Again, just because another player is not doing what you think they should be doing, doesn’t make it “illegal” and valid to report.
Okay but the genuine question is: do such reports like “passive behaviour” and so with respective warnings/bans are handled automatically? Like, if game registers a N amount of reports of such topic, the system will automatically warn you? Or there is a human involved in warning distribution?
I’m not concerned with the technicalities, Bombing in a Eurofighter actively damages team performance and thus the rewards and victory potential of everyone else, that is passive behaviour, whether stated in the rules or not.

Personal opinion:
Bombing bases does lower the enemies tickets so it does contribute to the team and towards the goal of winning the match. Is it the “optimal” way to bleed tickets? No. Is there a rule that says players have to play the “optimal” way? Also no.
As long as they are still contributing towards the goal of winning the match and are still actively playing it isn’t passive behaviour.
Everyone is allowed to play the way they find fun as long as it doesn’t actively disrupt teammates gameplay or doesn’t at all contribute towards winning the match.
Anything and everything that can take bombs. I’ll mostly stock grind via bombing. At least until the aircraft becomes viable in A2A combat, at which point I switch to multirole usually until fully spaded. I did a huge chunk of the Typhoon via base bombing. (in SB, the HMD is amazing for it)
When I get around to the F-18s… They’ll be the same.
So base bombing to stock grind is fine, if anything, it is what I would actively recommend to players. Especially when they are dead ducks when stock and missing key mods, like G-Suit, Boosters and sometimes loadout options (especially if its an aircraft that doesnt get its best missiles stock). Aircraft like the Tornado F3 is an absolute chore to stock grind especially the late.
and even after fully spading a vehicle, I quite enjoy the multirole aspect, sure, there isnt really much to do in ARB, but in ASB, it is not uncommon for me to be having bombs and/or rockets on my airframe. Usually I use ground attack as a starter objective, something to do whilst looking for contacts, if I need to ditch my weapons to dogfight, I will, but otherwise, I head to target, deliver my weapons and head back to base, its a good way to maintain passive income and gameplay direction

If the planes mentioned can carry suspended armaments for ground attack, and the player uses them, that’s not “passive” behavior. It would be akin to reporting someone for not being a good player.
Team kills are dealt with using an automated system, all other reports are handled “manually” by the Game Masters.
The “you have been reported 10 times msg” is also automated and lists the “offenses” that were reported.
Generally this is just some goobers “report bombing” someone and will almost always list every single offense, as that is how they do it. Get a bunch of clowns together and everyone reports the same guy, triggering the msg. It’s a terrible waste of time and is actually against the Rules to do that.
Still so many thinking that the number of reports against someone will bring on moderation.
While some games/systems do work that way(it’s a flawed system if it does) that is not how it works here in War Thunder.
Reports and notification of reports =/= bans. @Necronomica can probably confirm, but I beleive they have to verify to issue the ban. Only TKs are automated.
Passive behaviour is things like sitting AFK in spawn or just flying away from the battle in ARB. but its a very grey area
That is not passive, you literally stated they are doing something/playing the game . . . so it does not qualify as “passive” per the Rules, this is merely your opinion. And that will not be acted upon by the staff . .
unless ofc what your report is actually made on something against the Rules.
Just because you’re damaging your team doesn’t mean you’re being passive.
What you described falls much more under griefing.

If he’s being reported for this is it a strike against him? Something that’s being tallied into a larger offense/punishment?
Or is this basically just a heads up saying someone reported him?
The notification of having been reported many times is automated at a certain number of reports (I honestly personally don’t like that notification as it practically serves no purpose and only really scares innocent players). The reports are still checked manually before any real punishment is handed out. The only exception being teamkilling that has an automated ban system for the teamkills that show up in the destruction logs (more info on the system here: https://support.gaijin.net/hc/en-us/articles/200069301-Teamkilling ), for the teamkills that do not show up in the destruction logs they need to be reported using the server replay report function and they will be manually looked at as well (guide on how to report each issue and where to report it can be found here: How to properly report players and contact Game Masters!).
Necromania as a game master would be better to answer, but I think its just the latter.
Just a “hey, btw, you are being reported loads, you might need to change what you are doing”
Some players take it as a mark of honour if they’ve been mass flagged
The only one I pay heedance too is the one about TKs. Was handy back when I was learning how to play SB and made a lot of mistakes
