Probably wasn’t, but it’s how he grinds.
I could be misremembering but he had an insane rank penalty because he didn’t have at-rank vehicles as well, so not RP grinding.
If he wants to get SL by bombing bases instead of dogfighting, that is not against the rules. We don’t use separate classes or loadouts on planes irl for no reason either. One pilot has to fight other planes, the other is tasked with taking out ground targets.

You can do both in War Thunder given the opportunity.
Again, I never said it was against them. I’m just concerned as to how someone plays like this, and their lack of contribution to the team.

I mean, I am a ground main, but sometimes I like to just play the game in “mind-off” mode, so I get a low tier bomber I have yet to spade and just bomb bases. It’s dumb, but sometimes dumb is fun. Especially to cool down after grinding top tier ground for, well, an hour or so.
Can you really blame him though when it’s basically incentivized to bomb bases in that manner?
I wish bases don’t spawn until the middle of the match, at least for top tier…
My problem with him is that he just doesn’t try to kill other players. Now, he might’ve changed, but in the past he would have like 2 player kills for 100 deaths (IRIAF)
No way he did change, from 0.02 KS to 0.6. Now I don’t really care at all, atleast he’s average.

Top tier bases should have an actual impact on the match (like preventing airfield rearm), and be defended by SAMs to incentivse non-braindead gameplay.
I don’t mind bombing, I do mind people flying in a straight line to the base, then back to airfield, doing absolutely nothing for their team

Sure. But that’s not what we are dealing with.
Game says, bomb bases to get RP.
Player says, okay I bomb bases to grind RP.
In your take there’s mechanics to change that, but the base bombing has been around for eternity.

If you are of the school of thought that people shouldn’t work together, and just idly exist in Air RB matches then you are part of the problem

While I’d say it’s quite wild to be reported by such “behavior”, I think it is better to… you know… use fighter as a fighter, maybe…?
Because I can’t believe the ones you listed are terrible af to be used as damn bombers.
I get it if a plane is bad at fighting anything because the absolute lack of weaponry/maneuverability/survivability etc or your plane just doesn’t get proper munitions until tier 2-3 mods so you decide to base bomb (I did so with several fighers), but if you used them fighters as bombers to fully spade the vehicle…
I know base bombing is a valid option of a gameplay, however if everything you do is climb to the stratosphere and bomb bases for the whole match until your team’s tickets bleed out, or you die in the first 2 minutes of a battle to an enemy because you rushed for the base, I can see the reasoning behind the “passive behaviour”.
You’re playing a team-based (shocking, innit?) matches where you have up to 15 allies (mostly enemies in blue) fighting for the win that do indeed reward the ones who actually did something useful.
If your ally (or allies) did a great job like destroying 4 enemies each, yet dieing and leaving you alone versus 1-2 enemies which you could handle with your vehicle was it actually armed with A2A options, and you loose the match because all you did was base bomb, I would clearly understand the point of those players and reporters who did something yet achieved bare minimum because someone made very little to no impact for the team.

To put it simply, “passive behavior” is doing absolutely nothing. Ground battles, a player spawns in a tank and never moves at all, just sits in the same spot where they spawned. That would qualify as being passive. Air RB, a player spawns and never takes off or moves from the runway, that would be passive.
That is for the entire match mind you.
If a player is moving, they really are not being passive. Granted modes like naval, Air AB and so on, a player spawns in a moving vehicle. So even if they are “zoned out”/afk or whatever, still doing something. And it would be very difficult to prove this is intentional or not.
Players not being aggressive in their playstyle does not automatically make them “passive” either.
Running away to stay alive, like the last man on a team, it is still a legal/valid “tactic” and not passive.
It seems as tho a lot of players feel that if another player is not doing what they think they should be doing, then that is reason enough to report someone . … it is not.
I am not sure of the original “intent” of this rule, but I can imagine that waaaaay back, when it was just planes and a lot less players online at any given time, it was to discourage “non-combat” scenarios.
But as the game progressed, people afk’ing just to earn points without doing anything may have been an issue.
I know this happens in other games, so this rule may have been implemented back then as a “precaution” as much as anything.
This last bit is speculation on my part, and doesn’t really change anything about the Rule itself.
Bottomline, many do not understand the “Passive Behavior” Rule and to get further clarification,
best to contact a Game Master here in the Forum via pm to get more details as to the current
definition of how this Rule is applied.
