Gaijin models HEAT warheads diffrently from regular HE warheads
across the board HEAT warheads deal less damage than the same Explosive weight in a HE warhead because the Modifiers are diffrent
a Tandem charge would in game probably make it worse
completely agree, some Missiles, Rockets, even game mechanics are not well modeled correctly, which leave it in a semi unrealistic form of situation.

if you want to see the BR of a Subsonic with Radar missiles look at the Hawk 200 and Sea Harrier FA.2 or AV8B+

True, Including the Kh25MTP Will also Be carrying HEAT warhead with 430mm of penetration ( not sure if the Warhead designed against bunkers or Universally ), but it will be nice.

true, it just doesn`t make sense when the game is about realistic conflicts\vehicles\armaments, and there is a reduction in the Development in any of the specific classes.
also the zunis on the american side have Dual mode to swtich between proximity or Impact fuse.

unhistorical decisions are normal for that, they hold the feeling of the game up the way they want it to be
many flight models and Radars are incorrect because of that
radar and IRCM Hardened IR missiles are modelled Incorrectly too to hide the weaknesses of certain nations in game (IRL R-27ER couldn’t be used at targets below the plane if flying lower than 3000m)
and conceal the advantages of others (IRIS-T SLM fly weird patterns to deplete engine power in game, but dont IRL)
we as players cannot do anything about this, we just have to accept it, even tho that’s hard for many of us
yes, it does not Relate to any Realistic form for in-game Simulation, While i am not sure if that was intentional from the developers to reduce work and make it more fair, Or they simply does not have enough Information About specific Vehicles And armaments and flight characterstics specifically, which can be lead to this result you mentioned, me personally, i think the programming bounderies aren`t that wide for such simulation in our current technology, which lead to some of unrealistic performances in the simulation done in game.

and the technology is also there, in other weapons, R3R are modelled like this, they can almost never be fired at targets that fly below you
IRIS-T was using the correct flight path when it was added, the new path with worse performance was only changed afterwards
For R-27 and its Family of Radar guided missiles AAM`s, like any other missiles the Radio waves reflect from the ground which Makes the system calculate half of the target is at the ground while the other at air ( real location ), On The other hand of the IRIST, The Dual Plane mode ( that includes almost every single missile in game that is not programmed correctly to use this ), Is not Available due either to its complexity or Unavailable Information Based on real life Results, same thing with Thrust vectoring the IRIST is using, The Thrust vectoring can be kind of Whaky sometimes, going into Paths that is Literally on side of the Interception Axis, and a result of the Miscalulcation due to lack of specific results that based also on IRL tests, which can make all of this unrealistic results imo.
Su-39 have a normal IRCM, nothing as strong LDIRCM.

It depends on who you ask, it’s a gimmick.
It gives you total immunity to IR missiles fired in rear-aspect and can face many aircraft that carry rear-aspect missiles, maybe as their only missile. This gives it immunity to a significant percentage of IR missiles/situations it will face at this BR. When then coupled with its large CM suite on top of this, it is an incredibly annoying aircraft to kill if flown right. Especially when coupled with the Stalinium nature of its damage model
The only people who consider it a gimmick is soviet mains trying to undersell the advantage it actually gives
