Well frigates also fight destroyer, and destroyer fight cruiser. Not only cruiser fighting battleship.
BR is unbalanced yes, but Brooklyn is better than hipper and eugen(while hipper and eugen still better than most of their 5.7 counterpart)
You have this in GRB, AA can eliminate a heavy tank from the front.
Naval should be heavily foldered with both bluewater and coastal vessels on one page.

This is an example why Naval is suffering. 2 Frigates, one of these a prem unit, quite good match over 17 minutes. You get 10k RP, but progress towards the next ship is almost not visible on that bar. Cause this lol boat with 2 Bofors cost over 300.000 rp (!). So its far over 30 matches (not all get you good results and wins) to unlock a small boat with 2 autoguns, which don’t even get AP ammo (?? how to play this??). The amount of grind is ludicrous… I mean I’m unlocking a pathetic boat and not the newest top tier jet.

Currently sitting on Bernau und Drache, they are both Rang 4, but the one lower in BR goes for 100k rp more… thats utter nonsense :(

Wounder why this Pfeil 4.3. nonsense boat got 4.3 slapped on it with max 5mm pen autoguns. Your main enemies are DDs and torpedos are not really FOTM weapons in WT. At the same BR you indeed have powerful frigates and destroyers.
Same thing for the Pr 206… but instead of 40mm with proxy you get 30mm with HE belts that overheat after 100 rounds…
Well I don’t think even if balance and grind problem solved, naval will be ‘alive’.
Biggest problem of naval mode is that it doesn’t fit recent game ‘meta’.
Naval is quite ‘relaxed’ game compared to air and ground. Que time is long, action time is long, maneuvering time is long, everything is long.
This is not what recent gamers don’t like. They want fast que, they want quick match that ends early, they want adrenaline-pumping game like Soul-like games or such thing. Things become different from when Navyfield and World of Warships first came out.
Sad but even when everything fixed, naval will be the least game mode people would play. Though such ‘relaxed’ game is why I love naval.
Just wait this year till the big boats arrive a lá Yamato/Iowa/Bismarck
