Why not? I don’t see how it’s any better than the J-8B, and I doubt it’s on par with the Mig-23MLs.
I can dog fight in the harrier 2, the F-104 has speed, which is by no means bad but its not everything. Do i think it can be 11.3, sure. Do i think 11.7 first before we decide to move it down further, yes.
Not great fm? Its still good enough, far from bad at the br its at. Plus, 4 all aspect missiles on a super sonic airframe fighting jets that dont get countermeasures is real fair… Its in the same situation as the mig 21 bis where i dont think these jets deserve the lower just because they would struggle a bit in a full uptier.
These jets are the reason why we have things like the F-1 at 10.0 ruining 9.0 games, its because jets like the mig 21 bis and to a lesser extent mig 23m ruining 10.0 games. Moves these jets up.
And to the people who say we need decompression, yes we do but it cant start from nowhere and these jets would still work at 11.3.
Even then, wouldnt solve the problem. Hell, i think it could get this and also be moved down to 11.7. We need to stop it facing aim 120s when it has no counter to it apart from multi pathing which i remind you doesnt work 100% of the time.
before i respond in full, since im away from PC right now, does ASA get PD radar?
I can see it going down to 11.7 or even 11.3…
MTI with an acm mode with 4km and the max range of the radar being 37km. It aint great…
Plus, you would have to get rid of the vulcan to use the aspides. so its either 4 9ls and vulcan or 2 9ls and 2 aspides.

There is a strong argument to be made for ASA to go down to 11.7 due to its relatively lackluster kit, most people would probably agree with that.
I just think that you saying that 11.3 for 4x 9Ls seems fine because there are two harriers with that loadout at 11.3 already is wrong way to make a point.
The two 11.3 harriers with 4x 9Ls are ground strike variants, with their kits being centered around ground strikes, and are transonic.
You need to compare ASAs kit to other planes with same role, ie. that of a fighter, not strike aircraft.
A-10A early sits with 9Ls at 10.3, should ASA follow it there? Of course not.
The closest supersonic fighters with 9Ls are F-4EJ kai and the US F-16A if im not mistaken.
I kinda did, the mig 23 with 4 r60s and 2 r23t/r.
It gets a better radar, or on par at the very least. More missiles with all of them being all aspect capable while holding onto its gun with radar missiles. Less flares but its almost as fast with maybe less acceleration.
I said the harrier 2 as it gets 4 9ls on a much better fm for the br its at.
Heck, look at the mig 23 at 11.7, its better in basically every way and yet its at a lower br.
