I’ve played the Merkava Mk.4M a lot, with a 3.5 K/D in it. I think it is fine at 12.0. The main problem with it is the existence of superior vehicles at the same BR, plus the teams. I think the 2A7’s/122’s could do with going up to 12.3.
Those countries don’t have the money for creating or buying good tanks, which Israel knows very well.
This is why Israel is pushing CE protection so hard, they know that most of their engagements will be against ATGMs or RPGs fired in an urban environment.
Haven’t you heard, only minor nations get nerfs and things taken out of it. When’s the last time Gaijin nerfed America or Germany? I’m talking big nerfs, not the turret basket. The only thing I can think of is slightly nerfing the ADATS and FlaRakRad. Otherwise they are still OP.
Sure, they may not be able to shoot you down, but you can’t attack ground targets either. It’s still a single 70sp vehicles completetly shutting doing a 700sp+ vehicle.
You can cover a pretty big area with your decoys, so even if he moves it’s a coin flip if he survives.
That being said, decoys aren’t even used as a primary killing method as their name suggests, they’re there to overwhelm it’s radar and let IR AGMs do their job.
Your number of decoys and IR AGMs outnumber the Pantsir’s amount of missiles.

That’s heavily dependent on what plane you have, and not to mention if there’s A. a second Pantsir, B. The Pantsir takes cover behind a building, or C. The Pantsir player uses a backup, your efforts will be completely in vain.
