Where is the: Time of day, server(s) you have selected to play and most importantly how do you represent what BRs the other players have in queue at the time of each battle??
Those variables are quite significant as they play a large role in whether you get an uptier or downtier. And what are the “parameters” you use to designate what qualifies as uptier/downtier?
Personally I don’t even consider such things playing planes or tanks. Naval is the only mode where I see any significant difference in gameplay or outcomes due to the tiering I get, and even then . . . what is there to be done about it other than doing the best you can with what you get?
I have been playing for over 11 years, daily, and for the first half of that time at least, no one ever complained about uptiers or downtiers . . . we just played.
I don’t know who or exactly when this became a thing, but frankly, all I see is people using it as an excuse for not doing well scoring/winning or grinding.
I don’t check the leaderboard for BRs at the start of the game, never have. To me, it doesn’t matter, I am still going to play regardless. 99% of the time I realize it is an uptier is when I see “Skill Matters” . . . ☻
As far as I am concerned, when you press the “To Battle” button, you are giving your word to the other players on your team that you will: do the best you can, play to win as best you can & stay and fight until the match is over.
Very simple . . it’s about Code & Honour
Name one war/conflict where the soldiers complained about the map, the other team having a bigger gun or any of the other nonsense WT players like to moan about concerning game play here . . . and then they “returned to hangar” . . .lol
If you see a plane, tank or ship that is bigger, better or faster than yours you still have options. Go full ham on them and attack mercilessly, get friends and gang up on them or . . . . run away . . . there is no shame in a “tactical retreat”

At any rate, your “chart” leaves out many important variables. Yes there are some places where certain BRs have less total numbers than others they face and this can lead to more games at a very slight disadvantage.
Adjust, adapt, overcome . . . . this is the way . .
If you are one of those that returns to hangar because of the BR spread, “I don’t like this map” or any other reason . . . might not be the game for you, surrender.
But if you are a true gamer, don’t sweat the small stuff(it’s all small stuff) make good line ups you can use on ANY map that might pop up and go for it.
