I believe that is understandable. ARMs do tell you what SPAA it is. You would need to not know the team make up to TK one, especially considering SPAA are pretty unique excluding Top tier USA/Sweden or France/Italy
It should play some role, if the TKer does it in an innocent seeming way, the TK victim is a kind person, or some other reason, yet they are a chronic teamkiller than accepted apologies should have less weight in suspension decisions.

Allegedly someone might have teamkilled because someone killed two teammates and was trying to kill a third. Allegedly.
However if someone did that it was the only intentional teamkill they ever did.

Good, bad weeds must be purged out of the battle for my team to win. A good player will not teamkill me on accident. It’s 100% the bad ones.
Arguably if someone intentionally TK’s someone it needs to be settled in that match and not carry into any other matches. Allegedly , In Minecraft , I heard someone say on the TV
