This doesn’t matter for gaijin, if a vehicle is compatible with a weapon it can get it. So since su-30mk is compatible it can get kh-38
If they give Su-30MK with the Russian flag, then there will be no problems with the Kh-38, but if they give Su-30MK with the Chinese flag, then China will have itself to blame for not buying Kh-38s or the ability to carry them.
