Fully capable is perhaps an incorrect term for it. It was documented that it was planned and intended to arm F-14D with AIM-120As, but was cancelled (went with the LANTIRN integration instead).
The fact that we have documented plans for it should be sufficient for Gaijin. It’s up to them if they want to add it or not to keep it distant from the F-14B.
You do know that irl abrams crews have been reoorted reloading the gun in 3-4 second intervals right? The 5 secind reload for expert crews in of itself are already generous to other nations

And yes the premium Su-30 exists. It can definitely survive at 13.3 with AIM-120s
