“Volunteer” refers to Bug reporting mangers
“Bug reporting manager” now refers to Senior Bug reporting managers, Community Managars, Alpha testers and Developers as far as i remember
Standard Bug reporting managers are Volunteers toward gaijin, Whereas the rest are further involved and are deserving of a different classification
Until recent everyone used to be “Bug Reporting mangager” However that recently changed within the last month or two

Again not an official response, but I believe the Kh-38s are different in this case. It is known that the Flanker family can use Kh-38s and are compatible with them, the question is the Kh-38MT seeker. Since the seeker is a prototype (afaik), and the electronics are already integrated (Kh-38M body is modular), it is possible to be used by unmodified service Flankers. This was to me potentially different for the AIM-54C/C+ since they could have different electronics needed to integrate onto the F-14D airframe.
Either way, a bug report has been accepted so it is in a different boat to the Kh-38 since it is an in-service missile (according to the report).

Other cases where missiles were denied I.E certain AGM-65s because exact seeker or warhead wasn’t used so the 38MT will always remain a hot topic issue.
except it wouldnt be 13.3 with the AIM-120 it would be 13.7 only if they made it a undertiered premium like SU30MKK would it be 13.3

You don’t know the meaning of the word volunteer? These are not company employees, but people who spend their time for free.
And they clearly won’t be able to officially express a reaction by Developers.
I hope the devs will reconsider their stance on the F-14D. Having the 14D just be a slightly better B at the same BR would make me feel like a fool whenever I fly the B.
