ZSU-23 yes, but M163 shouldn’t be the same BR as SPAA that have radar.
M163 has a tracking radar.
So the spaag with a radar shouldnt go up, but the one without it should…
It only gives lead at less than a mile, is extremely inaccurate, and doesn’t account for drop. There’s a reason that it sucks even at 7.3
The undertiered SPAA should go up, the already bad SPAA shouldn’t.

How is the zsu 23 4 undertiered compared to the m163? If anything the one that should go up is the one that actually has a lead indicator.

2km is better than 1 mile, not to mention stronger guns, and better anti-tank capbilities.
400 meters is not a lot, specially when you dont have a lead indicator and 10mm is not a huge difference either, at this point youre grasping straws while at the same time ignoring that the m163 has a much larger advantage since it has a lead. By no means a meager increase in pen and range outweights a lead indicator so much that it should have a higher br as you claim.

It keeps being much better than not having it, the 10 mm extra on a platform as slow as the shilka actually useless
It’s literally the difference between being about to kill light tanks or not.
Most of the times the light tanks that can be killed with a shilka can also be killed by a vulcan and that still wouldnt make it a better spaa, the 10mm doesnt change that at all, the lead on the other hand does.
M163 is better anti-air than 7.3 ZSU.
