The stats for it are not good enough for it to trip the br balancer to suggest a br increase.
I think the 2S38 to 10.7 / 11.0 would be fine. (0.7/1.0 BR difference max between the 2S38 and the RDF-LT / HSTV-L to be honest).
The HSTV-L / RDF-LT at 11.7 / 12.0 is understandable now that they had the reload buff, and most of the ultra-high survivability MBTs went up from a 0.3 BR difference to a 0.7 BR difference. Though the RDF-LT still suffers from not having a good reverse speed and no smoke grenades to cover itself, and the HSTV-L still suffers from the lack of ammo, though this is less egregious than when it had to face Leopard 2A7Vs, T-90Ms, and Strv-122s in just a 0.3 BR uptier.
Funnily enough, I have seen multiple times people taking the 2S38 outside of its BR range to 10.7, 11.0 even at top tier.
I have even seen three 2S38s in one place when I was in a 12.0 match.

No, but I’m saying that it’s a lot more common than M22 / 15cm sIG spam (at least from my experience) and that can affect its average KPS (for the worse).
2s38 will definitely be fine at a higher BR

Its premium so people will take it where ever they can because extra rp/sl and they probably dont have anything else for the line up.
Until the 2s38 players lock in, its stats will suck.
I think you’re misunderstanding what I’m saying.
Yes, people do take 2S38s up to these BRs, just like people bring the M22 to top tier, or you taking the pakpuma to 6.7 and fox to 10.7.
I’m just saying that the amount of people I see taking 2S38s up to 10.7, or 11.0, or top tier is much larger than the number of M22s (because M22 is just for trolls while 2S38 can still be somewhat effective as a droner / light tank at top tier), or number of times you took your pakpuma or fox up in BR.
So the average KPS or K/D of the 2S38 may actually be under-representing its capabilities by quite a bit.
I can’t say the same thing for other premiums since most premiums MBTs aren’t worth uptiering.
RDF-LT would’ve been another good example, though it’s effectively already at top tier.
I’ve seen a lot of premium players take the wolfpack as their light tank droner to top tier too, though I’m not sure if it’s nearly as many as 2S38s.
I think it is the case for a good number of high tier premiums. Anything with a drone is basically taken and bonus points for it being premium.
Depends. If it was as crazy op as some think, it should be getting great stats at its br while still getting decent stats in top tier.
I think it has similar issues as with the average Abrams player.
Both vehicles are pretty good at their BRs, but they both take a lot of experience to play well in.
(Pretty high skill ceiling and relatively high skill floor)
I think good 2S38 players can absolutely stomp 10.3 lobbies, just like good Abrams players can too.
And the other problem is that because it’s an autocannon light tank, and has access to drones, so people would normally play more passively and rely on the drone too much to make any impact on the match early on, or to get into any relevant positions, not because of the vehicle being the problem itself.
At 10.7 / 11.0, I think the 2S38 could do fine, but when people are taking it out to fight Leopard 2A7Vs and Strv 122s, I can understand why it struggles and would have terrible stats.

Ngl, making drones be able to scout was an awful idea.
Causes too many issues.
I also see it as a map issue. It would get moved up if more maps allowed flanking.
