In fact, all 3 use weapon systems from the early 1990s if not earlier. The only weapon system you mentioned is the AGR-20 which is newer. Though comparing AGR-20 with KH-38s for example, is a stupid comparison as they have a fraction of the range and firepower.
Considering most nations top tier AGM is actually the AGM-65 that entered service in the 70s (and upgraded in the 80s) and yet the Soviets have an AGM from 2012 kinda shows what OP is complaining about and the fact that NATO cannot get its weapon system from 2012 or newer because the soviets would be totally outclassed. Like imagine Brimstone 2 with its 60km range, Full FnF abilitiy including mmV seeker and the ability for most aircraft to carry at least 12, if not 18.
