Why the difference in BR between the F-15E and the Su-34?

The F-15E is correctly a higher BR… The faster, better fighting, higher countermeasure vehicle…
What’s the issue here?

I enjoy attacking ground targets, but thanks to the enemy team, this becomes quite difficult, especially since in my experience with the F-15E it has proven to be far inferior against the EF-2000 and Russian fighters.
