that comment was mostly a joke, but the F-15E speed paired with its decent missile kit, radar/ RWR set and sheer quantity of its CAS loadout means that I think it can easily be a 13.0
As an option, remove Pantsir from the game and give all top CAS equal chances. I think that many players will forget about the unrealistic KH-38MT. And then it will be possible to raise the F-15 to 13.0, yes, it will of course be more difficult for it with the Su-30 and its R-77-1, but I think that it will be a very fair BR.

Come on, I’m sure that on 11.0 many will learn to play against him just like they learned to play against Pantsir and KH-38MT, I’m sure Skill decides.
Or move the Pantsir up. That works too. I’m still eyeing the KH-38MT Might not Exist thread on the forums and there’s no credible proof of its existance (STILL). However, the F-15E should not sit at the same battle rating as something like a Mirage 2000 or J-11

yeah im still on the fence about that, due to its inability to defend itself, and the pretty bad CAS loadout
if it gets better CAS stuff though it absolutely should be 13.0
or even any sort of effective secondary CAS weapon because firing your 6 mavs from the 10km is you have to keep away will probably only get a kill or two and that is your only decent offensive CAS option and costs a stupid amount to spawn
I’m going to compare the JAS39C with the F-15E now. The F-15E has a stronger air to air loadout, better radar and RWR set, much stronger CAS loadout and the only disadvantage of the 15E is the flight performance and gun against ground targets. These 2 sit at the same BR for GRB (12.7). Now under no circumstance am I suggesting that the JAS39C should be moved to 12.3, but theres just a small comparison I thought of.
The US also does not have a modern SAM system. Nor do they have modern AGM missiles. If they give the US a SAM system with the capabilities of the Pantsir and missiles like the Kh-38MT, then we can talk about 13.0, while the F-15E fights against the Pantsir and the R-77-1.
I’m now gonna compare to britain- The UK’s best SAM option is a gunless ADATS. Sure theres the Strela as well, but there you go. the US ADATS is pretty average when it comes to most nations top tier SPAA, it’s the pantsir thats superior to all by a decent margin. So my solution: Move the Pantsir S1 up. But still, an average SAM system is not an excuse to have a blatantly stronger CAS plane.
thats true but comparing F15e to F16c the f15 has more speed and if loaded for CAP slightly more air to air missiles or additional ineffective air to ground ordinance vs the f16 having a better targeting pod, and significantly better pull making the same 6 mav loadout more likely to get kills
and nobody seems to be calling for F16c to go to 13.0 even if currently I find it more effective

Fair point, but I don’t personally think the F-16C is on par with the current 13.0 ground RB planes.
the UK ADATS is arguably better than the US one, its got a bit worse mobility but its sight elevation isnt limited to the gun elevation like the US one making it harder to get above its arcs of fire
The 15E and JAS39C sit at the same BR. I don’t think a Gripen C should be facing 11.3 Ground forces, its a comparison I made to prove a point
yeah, thats my point the F16C is arguably better for CAS than the F15E but it definitely doesnt belong at 13.0
It certainly does. When the enemy has a means to intercept all your missiles. This changes the balance of the game very much.
Personal opinion does matter. You may favour the F-16C for CAS, but the F-15E for most people is a better option.
