Weaponry, mobility, protection are three main aspects that dictates if a vehicle should be added at a certain battle rating, assets like ammunition and protection values that can be manipulated by the developers are relative to need for balance or not or historical information which is T 80 U trialed by Sweden being a older version not equipped with 3BM46 even though it doesn’t matter, for balance sake developers can ignore aspects like these.
Vehicle performance reports are the other hand that dictates possible future battle rating change, for example Terminator initially at battle rating of 10.3, unexpected overperformance, sudden increase to battle rating 10.7, no change and now at battle rating 11.3 probably to stay. Some Gaijin will take care (i.e. Terminator) others don’t even if their data clearly shows overperformance compared to the average at their battle rating range (i.e. T58).
