Why is the JH-7A2 at the same BR as the Su-34, Eurofighter, Rafale, and Gripen?

What is the reason the JH-7A2 is at the same BR as those fighters that are 10–20 times better than it?

it is 12.3 in grb, the others you mentioned are all 13.0
