Why is i-16 performance not maxed?

I have all modification developed.

It is maxed. The little white lines on the orange bars indicate the reference performance of the plane.

Usually, equipping mods like the 100-150 octane fuel will bring the performance up above the reference level, and the orange bars won’t turn green, but your performance is most definitely maxed out :)
