You seem to believe that “tungsten rod sharpenl” means that the HE-F round has dozens of little APFSDS penetrators meant to penetrate armor… It isn’t.
It’s quite literally just shrapnel. The explosion will shatter these rods and throw them out in a forward direction, with no bearing on pure fragmentation power like that of 3OF26.
By your own ideology, this can land on top of a tank and do indemonstrable damage
