Id argue they already are because of artificial nerfs applied to CAS.
For example, Targeting pods only work within 30km, most weapons have artificially limited lock ranges and no LOAL, many longer ranged weapons have been denied due to excessive range (GNSS Spear-3 was denied because it had “too much range”). Etc etc.
The argument could be made that CAS is forced to operate within the minimum ranges of the SPAA which forces them all to be Shorads and therefore artifcially buffs the performance of SPAA like the Pantsir.
That is a good point, but turning it into CAS vs SPAA won’t neccessarily solve anything.
Maps play a role in this devolpment and certain elements wouldn’t be neccessary or unwanted given the size of these maps. It’s not like it’s a large custom map like… what was it… Denmark I think? Where all of that would make sense because you have the space for it.
And since jamming only works up to a certain range, since the Pantsir operates on LOS, it can very well still detect and intercept things within a very reasonable range.
The same can be said for other large SAMS, but given their missles also guide by the main radar and will switch to their own at a certain range, it can leave them much more susceptible to jamming effects.
