I am not an authority or even very familiar with the top tier tank content but having played for a few years now; I can at least say if they said they will add something it was likely at one point worked on. especially with the new module mechanics in top tier tanks I am sure we will see it eventully.
typing this I just understood why gaijins mascot is a snail and giggled a little. loool
Sadly sometimes they regard facts that dont fit their Meta only as suggestions…
