I think you are likely mistaken. There are some air maps where AI warships or troopship targets spawn, but no civilian ships. Again, AFAIK. Feel free to play thru the maps on custom battles to find any and report back.
There are lots of boats and ships modelled in the game, but they aren’t destructible mission objective targets. There are destructable AI cargo ships in naval maps, but not air. If your goal is to get torp kills on cargo ships, you will need to play naval and spawn torpedo bombers. Warning, they aren’t easy.

It is not 100% accurate tho, carriers will fail to show up on the preview on maps like “battle of Tunisia”, “guadalcanal”, “honolulu”, and a lot more probably.

This is not really correct as the destruction of ai cargo ships has actually ticket impact and is on most mentioned maps even a mission objective.
But: As most are on Pacific maps not all players are aware of that. It is worth mentioning that these Pacific maps are usually highly unbalanced and has cargo ships mainly as targets for JP. Maps like Iwo Jiima or Saipan were auto-wins for US/UK - Iwo Jima got chahged but Saipan is still a mess.
Furthermore: gaijin fiddles constantly with aaa on these ships. 3 years ago you could kill 10 cargo ships (in one run) with the B7A2 with dropping a single 60 kg bomb on each of them - since one or two years the aaa on these ships got buffed - you will get peppered like hell and get shot down very fast.

I had forgotten the pacific maps. I went and looked at some of them like Kuban and Norway last night and the ships are either missing or are just landing craft that glitch badly when engaged.
You might mix this up - there are 2-3 cargo ships and one landing craft anchoring in this port. I bomb them frequently in order to progress in daily / special tasks requiring just a single ship kill. Without these tasks i would ignore them as the mission score / SL & RP awards are a joke.
