You need to check the box in the army tab to research helicopters using ground vehicles, after buying the first helicopter to move onto the next rank.
You need to have a top rank helicopter from another nation to get the bonus.
dont you see the F diffrent in the tech tree the box in the ussr techt tree smaller then the german one dont you get it

I’ve had this happen a few times across other trees but it clears itself
I can think of issues with more urgency; like my UI breaking entirely and losing Match selection, inventory, event tabs and I have to navigate to my inventory through the menu to clear it.
