It’s a 76mm shell vs a 57MM, the fire rate buff the 2s38 makes them fairly equal in SPAA capability.

So I do have to agree with Alvis here.

Also:
2s38 is bigger, slower, worse armor, easier to kill / disable, it also has non removable floats, worse pen, worse damage, and a abysmal reverse gear.

The hstvl:
Louder, slightly slower fire rate, easier to destroy turret drive.

Those are pretty honest reviews from playing both. I traditionally use my 2s38 as a spaa and a light tank secondly.

Meanwhile the hstvl I do the opposite

The 2s38 can carry a lot more proxy ammo than the hstvl while still being effective versus tanks. I simply added this since it’s a crucial thing. I never disagreed about the hstvl being better.

Well if they stopped nuking the brs of the good USSR spaa, then replacing them with, in this case, the 2s38, then we wouldn’t have to talk about it.

What russian spaa are at too high brs where they should not be?

I would say the ZSU-23 with iglas, as the iglas are worse than the stingers.

Strela can’t really be downtiered because it would be way too powerful for 10.0

You should try playing arma , cause that 10 year old game got the hellfires trajectory better than gaijin which is crazy

Arma is one arguably of the most realistic games for vehicular combat already other than the planes , we dont talk about those with 40 degree per second turn rates . BUT even in arma it achknowledges that hellfires have the ability to switch between modes for hellfire on the go , not in the armory or on an airfield .
Yet gaijin says " we’ve only seen them loft so they will only loft " is a very ridiculous arguement.

This switching of the top attach and direct attack is present on ALL hellfire varients , not just the agm114L’s or agm114N’s or any other model of hellfire that isnt in the game
