Flying low can reduce your chances of being shot down dramatically, I have the Pantsir and fly against it all the time, flying up high is just guaranteeing your aircraft will be shot down, especially if the person using the Pantsir isn’t using the automatic lead mode. (Which I highly advise anyone do if they have troubles using the Pantsir.)
Also, stop flying in a straight line.

It works fine for me, your play style must be very static, may need to work on your approaches.
Also out of your 46 battles in the Pantsir-S1 you have 33 deaths and 35 kills.
