The answer is actually quite simple: APHE post pen damage model, and why it will never be realistically in war thunder, as I’m sure 99% of people are aware that post penetration damage of APHE rounds don’t work like Hollywood movie hand grenades after they penetrate their target due to Newton’s first law of motion, and this is exactly why 8.3 anti air will always murder every tank they will ever come up against, even the most conventional armored tanks like IS-7 Object 279 (except for IS-6) will die to the 8.3 anti air from the front, (yes we are not talking about you getting flanked and killed by an enemy at your side where your armor is weak) also it doesn’t help that 22 grams of HE has the same post pen damage as of 100 grams of HE, a bug perhaps.
Vyacheslav Bulannikov aka BVV_d took the word “changes are made through a democratic system where players has their voice to speak in favor and against” to the very end. The developers proposed, a year ago, or so, to make armor piercing high explosive ammunition more realistic by modelling a cone damage instead of a spheric one which is the in-game, Gaijin gave the choice, majority didn’t wanted, which I believe that could make some vehicles overpowered, which regardless, it kept some overperforming. Your vote had the same weight that someone’s else that couldn’t understand the proposal where it could’ve benefited a lot of people, this isn’t Gaijin negligence but merely your vote having the same weight as someone’s else that don’t want a truly realistic and fair experience, although cannons overpressuring armor is indeed a problem.

funny that in begining 70/30 were for it, but after many youtubers said “This shit, makes shells horible” (many just copy others opinion) many just went to vote againts
