With the recent changes, flying any of these heavy bombers is similar to crawling in a field filled with broken glass. Gunners were neutered years ago, and the amount of damage they can soak was also changed. A good burst on them will just result in the wings ripping straight off.

I agree that they are probably a bit to high, but definitely not 1.0. maybe one br down, cause remember in a full down tier they would be a nightmare for a lot of prop planes as they spawn very high, have enough bombs to wipe all bases and the airfield, and enough defensive armaments to still fight of jets
