Yeah, its just another one of those situations where the decompression forces it out of its class or puts it down into games where it’s one of a handful of fox-3 slingers.
Maybe because your forgetting a crucial aspect that being the radar being so bad that even a 12.7 f18 radar is better.
Also the SM carries two extra fox-3s over the premium Su-30s by having the dual R77 rack.

Why is that ? I am okay with it being 13.7 and accept a bit of suffering with the bad radar.
But also 13.3 is ok but not acceptable.
