as the title says, this aircraft are OP and do not belong at 13.3 at all, they should be moved up to 13.7 asap

They really don’t. The problem is compression.
Su-27SM and J-11B which are strictly upgrades over them are at 13.7
Su-27SM=Better engines, more missiles
J-11B= Better engines, actually working modern radar, MAW
The problem is both compression and them being undertiered.
