The Pantsir’s strength isn’t just raw anti-air range against jets. Its real advantage is multi-role interception: reliably stopping missiles, glide bombs, and low-altitude standoff munitions while still being very effective against aircraft. That combination is what makes it so strong.
You don’t balance around a narrow “fixed-wing only” comparison. You balance around overall battlefield impact. And in that regard, Pantsir offers the most complete defensive package — especially against modern CAS loadouts.
So even if a 12.7 system may outperform it in one specific scenario, that doesn’t negate the broader capability gap that exists in actual gameplay situations.
The new Pantsir will be worse against munitions, which is so obvious to anyone.
And no, Pantsir will never over-perform.
It is an insult that Pantsir was added as a Free Spawn. It is far too good at…well everything.
Can run and gun, can kill tanks with it’s missile from the side, can deal with every aerial threat maybe not the top jets, but can intercept the munitions and keep them at bay. Has a great Radar compared to the ADATS and FlakRads has great longevity with it’s missile amount.
The large truck makes it surprisingly resistant to small bombs, missiles and even strafing.
Cons it’s a priority target and planes will actively try to kill you. While a jet can largely ignore a FlakRad you cannot Ignore a Pantsir.

New Pantsir will have better radar and a lot more anti-munition missiles, smoke grenades (in case they are shooting IR AGMS), gun depression, and much better mobility.
Pantsir should be 12.3.
The new Pantsir should be 13.0, along with the increase in BR of ground vehicles.
If Pantsir moves to 12.3, then all 11.7 - 12.7 CAS needs to move up as well.
Mobility and gun depression don’t matter.
The new Pantsir has a ridiculous BR of 12.7 because it’s an anti-munition SPAA, and everyone knows it.
The standard Pantsir is bad against meta CAS, this new Pantsir will still be bad against meta CAS but probably notably better against munitions.
So you just gonna ignore, the better missiles, siginicantly better search/track radar, and most likely (still bugged) the ability to carry 4 mini missiles per tube which can counter swarm tactics effectively in the sky?

You’re right, the new Pantsir is worse than all current 12.7 SPAA except SPYDER, and SPYDER’s only a technicality cause it’s marginally better against planes.

Not all. Gripen A, Mirage 2000DR-1, JH-7, and Su-39 / Su-25T, sure.
Good Pantsir players can defeat LDIRCM helis unlike the 12.3 / 12.7 SPAAs.
The new Pantsir now has a much better ability to counter them via obscene amount of anti-munition missiles, mobility, even faster missiles, and smoke grenades if all else fails.
And what is a plane without its munitions anyway.
You’d be able to carry 8x pantsir missiles to kill them and 16x anti-munition missiles… and then the ammo box replenishes you.
Not to mention you can simply gun stafe all top tier SPAA without any retaliation apart from the CS/SA5s… and the Pantsirs of course.
Lower range, worse maneuverability, and in the case of the faster missile: It’s a 40km range Starstreak.
Even CLAWS is better than the Pantsir against fixed win threats.

The thing is, when helicopters get fixed, Pantsir, ITO-90M, and HQ-17 won’t be unique in their anti-helicopter capabilities.

I remember when I was defending Israeli vehicles and helping support bug reports and they attacked me then as well.

When IDK, but faster than demanding SPAA be over-BR’d just because SPYDER is over-BR’d.
I’ve been calling for SPYDER’s BR correction since it came out, and its incorrect BR fuels a lot of frustration.
Not saying that’s the root of your specific frustration.
If you’re struggling against Pantsir in Torando IDS, that’s the point.
CAS shouldn’t be an instant win button like it was when it was F-14B vs ITO-90M at best.
