No. Just remove the Kh-38MT missile for balance, but leave the Kh-38ML missile alone. No need to add new Kh-25s.

Just admit you want your seal club toy to stay in the game, literally every nation has access to AGM-65. Suddenly it’s not okay when it comes to Russia, who would still retain Kh-38ML and seal club outside AA range lmao.
