The M247 has I band radar. Which is the same band as all aircraft at that BR. Every aircraft I have checked that does have an RWR at around that BR can detect it.
So rather than make up stuff let’s stay on topic about the KH-38MT.

I disagree. Multiple things for other nations have been denied because it couldn’t be fully proven. So if Kh38MT can’t be fully proven they should not be in game.

You might be able to know that something is locking you, but if you don’t see any rounds coming your way it’s impossible to dodge. Other AAs leave a line of tracers so they are totally exposing themselves as well.
Downplaying the strength of M247 isn’t really wise.
My point is that other nations deserve an equivalent of M247 and speaking of IRs, I’ve seen them being dodged as you can actually see them coming.
It having a radar, even primitive and very bad one, is an advantage. Regardless of that, it can’t even engage helicopters for obvious reasons.
Meanwhile M247 gets a much better radar and can actually engage enemies it’s made to counter.
So yeah, type 93 still sitting above M247 is questionable.

It’s been established months ago that AAs aren’t a valid counter to CAS, so CAP is by far the best option.
I guess non RU players are forbidden to spawn a plane by the game itself.
