T-90 Bhishma same br as normal T-90A

So as it currently stand the T-90 Bhishma is going to be 10.7 with 3BM42 while the tech tree T-90A is also 10.7 with 3BM60.

Is this just a case of the T-90A being undertiered or is it the Bhisma thats overtiered?
