It is not parallel with the definition commonly used to define a vehicle as being “in service” which is an ad hoc definition.
I suppose, but in regards of the vehicle being used it is arguably a more valid addition than any prototype vehicle if one wants to get technical ;)
Prototype vehicles aren’t considered in service either, they’re just physically built by the host nation which justifies their entry.
All of this talk doesn’t matter if you’re trying to use the “in service” argument to add the Tiger2P to sweden because gaijin has added things that A. weren’t in service and B. was not built by the host nation even heavily regarding Sweden itself. (See: T-80U and Mi-28A both having zero to do with sweden)

The difference is that a prototype was built by the country, to potentially be used in service.
Either way, Sweden should NOT get a Tiger II. It does not need one, and removes some uniqueness that they have. Adding one is a lazy solution.

The firing range target was used more than said prototypes, thus is technically more valid than any prototype for addition. Not that I’d advocate for this as a serious stance, but it’s not mindless.

This can be used both in favor of or against the idea to add it to Sweden:
- It isn’t large scale copy paste, so it’s more excusable to add.
- Or it isn’t large scale copy paste, so we can preserve uniqueness.
Either way, the single addition wouldn’t hurt Germany or Sweden whatsoever. It would provide more options for one nation while not taking away what are basically full tree lines.

It is a German tank, that only Germany used. Sweden only used it as target practice.
Add that one Swedish prototype heavy tank, instead of adding a Tiger.
I really do not see why this is an issue regarding nations. This is a subjective take but I believe it’s fine for some nations to lack in these specific type of areas as it adds character. Italy for instance also only gets a single heavy tank I believe but it makes the nation have a lot of character/flavor by being dedicated mostly all on light type vehicles. I don’t play Sweden so I don’t know how this BR is though.
