You’re trying to compare SU39 with the 12.7SPAA and concluding that its BR needs to be lowered, which is already a biased toward SU39.

You should compare it with the SPAA of 11.7BR.
I compared Su-39 And IRIST and terms of Technological Advantage the IRIST is vastly superior to a subsonic fighter that cant dodge 4 missiles coming from 90 Degree angle after loft.
