I know this has been brought up so many times but I think now is the perfect time to move the BR for the Su-27 and maybe the Su-33 from 13.3 to 13, like for Realistic battles.
With the introduction of the premium F-A 18 Early it makes sense to move the Su-27 down and maybe the Su-33 as well. Both carry 6 pretty long range missiles with the Aim7 being slower but has the same launch range and a better lock range. Both missiles are SARH+IOG+DL allowing them to reacquire targets.

Would love Russia to have a 13.0 fighter besides the Mig 29 at 12.7.

you should specify that you are talking about simulator
and i fully agree on 13.0 days you have fox-3 slingers and IRCCM slingers flying around bullying the mig29
the su27s could be used to balance it out for red site becuase you may get more missiles but alot worse avionics which balances it out with stuff like the f-15a

What we really need is a 13.3 max BR bracket instead.

Sim or not, ER is almost 50% faster than 7P, not to mention things like the initial speed of launching aircraft (meaning much better effective range) or ER having much better peak G pull.
They are NOWHERE near close in performance.

Even for a sim change proposal, your proposition its at most, unhinged.
You’re only considering the tracking method as a measure to quantify the balance of missiles, completely (and foolishly) dismissing the kinematic performance of the missiles. And i’m not even touching the amount of missiles as a balancing measure at the time.
Following your logic, The F-5E FCU should be 12.7 because the AIM-9P-4 have the same IR seeker as the 9L missile, though it lacks the booster, overload and (although nerfed) flare resistance.
No, 13.0 is a stupidly compressed BR bracket and moving all 13.3s down into 13.0 does nothing but make it impossible for 13.0s to actually play Sim.
What is needed is a 13.3 bracket and then move a few of the 13.0s back up to 13.3 like the ICE and maybe the F-15A.
Also, Su-27 is leagues better than the F-18 as R-27ERs curb stomp anything and everything any other nation has. It also can carry more missiles than the F-18
