No, they also tweaked how the prox fuses react for Fox-3s.
This does mean that in top down attacks, against someone in MP, the Fox-3 is more likely to hit than miss as it should.

I agree with the underlying point, but I would frame it as a consistent high-tier rule rather than a special exception for the Su-30SM.
Once an aircraft can regularly face active-radar missiles, chaff is no longer a convenience modification; it is part of the minimum defensive toolkit needed to notch effectively. Terrain masking and multipathing remain situational, especially against top-down attacks, and they are not a reasonable universal substitute for countermeasures during a stock grind.
A balanced implementation could provide a limited stock mixed countermeasure load to every aircraft within the relevant BR range, while the modification unlocks the full quantity and custom flare/chaff ratio. That preserves modification progression without leaving a stock aircraft mechanically unable to use the standard defensive response expected at that tier.
The important criteria should be the threats an aircraft can face in matchmaking, not merely its rank or nationality. Applying the same rule across all nations would also make the proposal much stronger and easier to evaluate.
