Absolutely nothing, because bombing is considered unsportsmanlike and should be treated harshly, but spawn camping is normal and encouraged.
But it hurts gameplay. “But well what can we do?” is the better question. We have to force them again XD
Just play Air RB. Save yourself the grief.

It’s not ideal, but at least players can’t sit above the spawn forever. I prefer ground RB, at least there are no markers, and in the low to mid BRs spawn camping of the air spawn isn’t really an issue.
It isn’t as much an issue in any lo-mid BR range in any mode - if only because the equipment usually isn’t fast enough get here!
I don’t think there’s any way for them to do it or try.
