SPAA ingame has to be not useless against tanks, for the simple reason it would be helpless otherwise. Heck, single 40mm SPAA aint even good at their role, so they have to be shoehorned into the LT role because its all they can do.

you mean the F16C or any agm65/ agm62 carrier? I even trust the PE8 or Lancster can Do that if in a small map. AGM65B/D in most of times will only gives you a hit, if you said it is SU25SM3, that might be possible, but still pretty hard.

You only need one good run to get 4-5 kills and as everything but the Pantsir has a useless radar that’s not that difficult.

It’s 4 minutes into the game, and the F-16 is on the same side as Russia.
Whatever the top tier spaa is, if you know how to adjust the detective range, most of top-tier SPAA could detective the planes from respawn points, even if you don’t have radar-like type81 or Strela-10, you can just keep T6-1 to let your crews report the airplane’s position.

Not sure what the spawn distance exactly is, but with only 18 degrees on the radar they can easily go over it.

There are several decent AA in game which solely is used for shooting tanks, and the same doughnuts who are doing it are complaining over CAS.

You cannot make them defenseless against tanks, otherwise they will be downright useless if they are spotted. Heck- stuff like the ZSU, or any of the single 40mm AA is basically useless against planes, and is really only a TD.
Even dedicated SPAA should have some self-defense capability- if it means increasing SP costs, so be it. Some SPAA should be pseudo-LTs, some should be more dedicated.
Give aa the ability to mark air vehicles.
But those aren’t fast firing, and tbh none of them are actually useful as SPAA.
